THE Public Service Commission (PSC) won the Institute of People Management of Zimbabwe (IPMZ) People Development Award 2022 at a ceremony held in Harare on November 11.

The event attracted scores of prominent figures in human resource management.

It was officiated by Public Service, Labour and Social Welfare Minister Professor Paul Mavima, who stood in for Vice President Dr Constantino Chiwenga.

Every year, at the much-anticipated event, IPMZ recognises various organisations and individuals with various Human Resources Excellency Awards.

The PSC won the People Development Award for its intensive work in human capital development, achieved particularly through the Public Service Academy (PSA).

The accolade affirmed PSC’s position as the largest employer in the country.

The bulk of PSC’s capacity building is done through its official training arm – the PSA.

PSA is an integration of 14 training institutes that came into being in response to the transformational needs of the economy and the citizenry at large to achieve national imperatives as enunciated in Vision 2030.

The academy’s campuses are at the following levels: district (5); provincial (5); and national (3), with the Zimbabwe Institute of Public Administration and Management (ZIPAM) at the apex.

PSA is the commission’s vehicle through which the public sector human capital is developed, re-calibrated and catapulted to align with contemporary trends and international best practices of public service delivery.

Recent PSA achievements include the following:

  1. a) Curricular re-engineering to inculcate a corporate culture of high performance, sound ethics, professionalism, patriotism and servant leadership in civil servants. Some of the new modules developed are:

Public Service Orientation, Re-orientation and Work Culture Change

Leadership/Managerial Skills Development.

Local Economic Development/Economic Devolution

Pre-retirement Training

Professional Accountancy Course

Gender and Sexual Harassment

Anti- Corruption in the Public Sector

Project Management

Conflict Management, Dispute Resolution and Negotiation Skills in the Public Sector

  1. b) Cutting-edge consultancy services to public and private organisations, including development of strategic plans, performance contracts for executive positions in the public sector; and other results-based initiatives

c)Partnering professional bodies to ensure practical orientation, lifelong learning and professionalisation of the public sector.

This year saw the pioneering class of an initiative to professionalise public sector accountants and auditors graduating.

This particular initiative was a culmination of collaboration among the PSA and the Public Accountants and Auditors Board, the Institute of Chartered Accountants of Zimbabwe and the Chartered Governance Institute (formerly the Institute of Chartered Secretaries and Administrators of Zimbabwe), among other players.

  1. d) A total of 50 000 members have so far been trained in various programmes through the PSA in 2022 alone.

More programmes are in the offing as the PSA continues to grow its work and influence.
