Local authorities should provide alternative land to residents and businesspeople whose illegal structures face demolition, Zimbabwe Institute of Regional and Urban Planning president Mr Percy Toriro has said.
Mr Toriro said: “Our position on the demolitions is that councils should provide alternative and properly-planned settlements. There should be planning for those affected. The councils should balance planning and enforcement.
“And also, our economy has shifted. The informal sector has become the biggest economic contributor. Therefore, this sector should be included in planning to ensure order. Councils should not be seen as too heavy-handed but act in the public interest for their own good.”
University of Zimbabwe Rural and Urban Planning department chair Mr Joel Chaeruka said municipalities should develop clear housing strategies.
“Illegal structures have sprouted because councils are unable to provide service delivery in terms of housing.
“The reality is councils cannot finance their services. They lack enough capital to put up required infrastructure. It becomes very difficult to deal with illegal structures if people provide their own money and services.
“On illegal business structures; market stalls should be clearly demarcated in designated areas. This ensures order and proper revenue collection.”
