SHAMWARI YEMWANASIKANA (SYS), a non-governmental organisation promoting education and girl child welfare, has commended the Government for gazetting new education regulations, Statutory Instrument (SI) 13 of 2025.
Among the key provisions, the regulations prohibit school children from visiting teachers’ quarters without a valid reason and ensure that no student will be denied access to education due to unpaid fees or levies, lack of a birth certificate, pregnancy or poor academic performance.
The organisation believes these regulations represent significant progress towards ensuring access to quality education for all children.
“As Shamwari Yemwanasikana, we applaud the Government for taking these bold steps towards creating a more inclusive and supportive education system,” said Ms Ekenia Chifamba, SYS director, in an interview with The Sunday Mail Online.
“These regulations demonstrate a commitment to ensuring that every child, regardless of their background or circumstances, has access to quality education and the opportunity to reach their full potential. We commend the Government for taking this significant step towards promoting inclusive and equitable education,” she said.
SYS said the new policy aligns with their mission to empower girls and promote their rights, particularly in education.
“As a result of this development, we expect to see increased access to education for marginalised children, improved educational outcomes and a more inclusive and supportive learning environment,” Ms Chifamba said.
The regulations, she said, could lead to a reduction in drop-out rates, especially among girls, and promote gender equality within the education system.
