NEW: HDSA eyes Rotten Row commuter omnibus holding bay

THE Harare Driving Schools Association (HDSA) has called on the Harare City Council (HCC) to allocate it the Rotten Row commuter omnibus holding bay for use, as the facility is fast turning into a “white elephant”.

HDSA wants its members to conduct their lessons at the bay, which has amenities such as toilets and running water.

The city levies ranking fees to HDSA members.

In an interview HDSA president, Mr Nelson Mbedzi said:

“It will be a good move for the city council to consider giving us that space to carry out our learner training activities there.

“Currently, we are faced with a challenge during the rain season as the places we are using gets muddy, and both learners and instructors are getting soaked in the rains.”

In 2016, HDSA approached the courts seeking to force HCC to avail a parking rank.

This was after the local authority started billing them for ranking disks for a “non-existent ranking space”.

Council charges $18 000 for a driving school truck for ranking fees and $12 000 for a small driving school car respectively.

Justice Jester Charewa granted the order in favour of HDSA on 17 October 2017, ordering Harare to provide a rank within a month of the order.

Council has, however, failed to comply with the order.

Currently driving schools are conducting learner’s training at Robert Mugabe Square behind Rainbow Towers and Coca Cola open space along Seke Road which have no ablution facilities nor running water.

HCC was yet to respond to questions sent by The Sunday Mail, by the time of publishing.
