THE Ministry of Local Government and Public Works has signed a memorandum of understanding (MoU) with Harare City Council and Helcrow & Laison Water for the development of a new water treatment plant.

The agreement seeks to revamp Harare’s water infrastructure to ensure residents have access to potable water.

Speaking at the signing ceremony, Minister of Local Government and Public Works Daniel Garwe highlighted the importance of private sector involvement in addressing water challenges.

“The involvement of the private sector is intended to support our local authorities in providing safe water at an affordable price,” he said.

“Engineers will refurbish the existing plant and construct a new facility capable of serving all areas within Harare.”

Harare Mayor Councillor Jacob Mafume welcomed the partnership, emphasising the need for collaboration in urban development.

“We have always maintained that a city cannot be developed by the municipality alone,” he said.

“It requires collaboration between the Central Government and the private sector, as seen in cities like Kigali and New Cairo.

“These cities were developed through partnerships among municipalities, local governments and private entities. We see no contradiction in working together in complementarity to align our goals and aspirations for the citizens.”
