The Government says it is aggressively pursuing different funding options to recapitalise the Zimbabwe United Passenger Company (Zupco) in light of the planned phasing out of urban commuter omnibuses. Last week, the acting Permanent Secretary in the Ministry of Local Government, Public Works and National Housing, Mr Joseph Mhakayakora, told The Sunday Mail that Zupco will soon shift focus to urban routes.

Over the years, the parastatal has concentrated on primarily servicing long-distance rural routes on account of vicious competition from urban commuter omnibus operators.

“With the coming in of the new policy (National Transport  Policy), urban intra-city transportation has become a new ball game altogether,” said Mr Mhakayakora.

“Government is seized with sourcing funding for the immediate recapitalisation of Zupco from our development partners and local resources.

“While Zupco is making profits from the said rural routes, the coming in of the new policy presents a new challenge, which, as Government, we intend to face head on along with Zupco.

“While we continue seeking funding, Zupco will also go ahead with its ongoing programme of purchasing at least 100 buses every year. Some of the acquired buses will be dedicated to urban routes.”

Last year, Zupco acquired 100 buses from China as part of its three-year strategic plan. Its fleet increased to 304 passenger coaches after the purchase.
