Newly-appointed Zanu-PF National Political Commissar Cde Saviour Kasukuwere says he will bring vibrancy to the commissariat department, which has, of late, come under fire for failing to restructure the party.

In an interview with The Sunday Mail soon after his appointment at the Zanu-PF headquarters last Wednesday, Cde Kasukuwere said: “I am grateful to President Mugabe for this appointment. I am greatly humbled. It’s a huge honour and a huge assignment. We have to unite and bring together our people and focus on the core objective of ensuing that Zanu-PF delivers on its policies and to the people of Zimbabwe.

“The commissariat is a very important department of the party but I believe that as someone who is still relatively young I will add a new verve to the department. I will make sure that we recruit more members and grow the party because Zanu-PF has always been famed for its mass mobilisation.”

Cde Kasukuwere said he was “amazed” by his appointment, which effectively makes him the sixth most powerful member in the Zanu-PF hierarchy.

“There are many other comrades in the party; 300 Central Committee members. So I was a bit shocked to be chosen for that post, but that as it may, the President has shown faith in me and I have to pay back this faith by working hard.”

He added: “The ultimate goal from here on is to win elections in 2018. So, the work starts now. We need to move around the country and carry out a proper assessment of all structures, then plan ahead to see what strategies we can implement to achieve another election victory.”

According to the Zanu-PF constitution, the main functions of the National Commissar include, among other duties, supervising activities of all organs of the party at provincial, district and branch level; formulating strategies for the implementation of the party’s political programme as well as to organise, supervise and conduct elections at all levels of the party.

However, the Commissariat, previously headed by Cde Webster Shamu, has – in recent times – been under fire for failing to compile a reliable database of the party’s membership while 2013 primary elections were shambolic.

The department has also been accused of making questionable decisions representing the interests of a faction led by former Second Secretary and Vice President Joice Mujuru.

Speaking at Zanu-PF’s 6th National People’s Congress, President Mugabe criticised it and advocated an immediate overhaul.

The President said: “This constitutes a major failure on the part of the Commissariat, which needs attention going forward.

“We need to refocus the party commissariat work away from the current jostling and pushing for positions, which, in turn, has bred the current scourge of factionalism, back to the party’s ideology, robust mass mobilisation and winning the nation’s hearts and minds of the people of Zimbabwe to support Zim-Asset.”
